In December 2025, NEPRA replaced net metering with net billing, cutting the export credit rate from PKR 27/kWh to PKR 8–13/kWh. Solar owners who invested their own money to generate clean energy are now being paid a fraction for what they produce — then billed at full rate when they need it back.
